New publication: Experiences with "Sectorplan-VO"

In 2013, the Dutch government and social partners agreed on a social agenda, to adapt the labour market to the needs and demands of the 21st century. The so-called "sector plans" are part of this agenda. The social partners in the secondary education sector have drafted the Sectorplan-VO. SEOR has performed additional research into this sector plan. This study provides insight into:

  1. The experiences of schools with regard to the administrative burden accompanying participation in the sector plan
  2. The overhead costs for Voion, the organisation executing the subsidy arrangement, compared to the subsidy received by the sector
  3. The possible reputation damage to Voion, because of her role in the subsidy process

For this study, SEOR has conducted a literature study and has spoken to representatives of Voion, executive organisation APG and school boards. Furthermore, a written survey among school boards was used to provide insight into their experiences.
